The State Administrative Tribunal is delighted that Ms Lisa Briggs commenced as the inaugural Principal Registrar of the State Administrative Tribunal on Monday 3 February 2025. Lisa Briggs completed a law degree at the University of Western Australia in 1992 and was admitted as a barrister and solicitor of the Supreme Court of Western Australia in 1993. After graduation, Lisa initially worked in private practice in general litigation. Lisa later moved to the Department of Health, working there as a senior legal adviser for 20 years. Lisa completed a Graduate Diploma in Public Health while at the Department of Health. Most recently, Lisa’s role at the Department of Justice has involved assisting the President of the Children’s Court of Western Australia in updating the Court’s procedures and practices. In July 2024 Lisa was appointed as a Sessional Member of the State Administrative Tribunal sitting in the Guardianship and Administration jurisdiction. The Principal Registrar will perform those functions which are conferred on the Executive Officer by the State Administrative Tribunal Act 2004 (WA) which involve the application of the law and discretion. Taking on those functions will allow the Executive Officer to focus her time and attention on the administration of the Tribunal. The Principal Registrar will also assist with ensuring the Tribunal is able to deal with new kinds of applications which can made to it as a result of the conferral of new jurisdiction, assist the President to respond to requests for comment about proposed legislative reform and with any proposed amendments to the Tribunal’s rules. The need for a Principal Registrar has come about because of the increasing workload of the Tribunal and the increasing complexity of that workload. The Tribunal is grateful to Ms Joanne Stampalia, Deputy Director General, Court and Tribunal Services, Department of Justice and to Michael Celenza, Executive Director, Higher Courts, Court and Tribunal Services, for recognising the Tribunal’s need for a Principal Registrar and supporting the creation of the new position and the appointment process.
